what sort of stable overclock can i get froma 2600k processor with intel's stock cooler.

i would expect 4-4.1 ish not really sure, i wouldnt bother to be honest ,invest in a decent cooler

Get a good cooler

Technically you could go to around 3.8 - 4.0Ghz whilst still maintaing temps withing limits but those temps wont exactly be ideal!

Get yourself a cheap AC7 and you'll be fine for 4.6.
