interesting issue with re-installed windows

I'm putting this here as IU suspect it's a driver issue but not confirmed it atm.


First off the specs

GTX 680
i5 3570k clocked to 4.4
2000mhz ram
Gigabyte sniper M3
Asus d2X

Crucial M4 512 gb System drive

Water cooled

cpu temps around 50 degrees
gpu around 50 aswell


2 X 1080p monitors one at 120hz (gaming) one at 60Hz (for other stuff usually watching streams/films etc)


I currently can't play a game and watch a video that's any video (you tube twitch /vlc downloaded film/tv program etc)

The sound is fine the processes don't hit 100% it just drops the tv frames to an unwatchable level.

AS soon as I tab out of game to desktop it speeds back up to a watchable frame rate.


In game my FPS doesn't drop at all and if i cap the fps in game it still doesn't improve it.

Will try an older driver but before re-install I was on the latest.


It's not hdd access issues as it happens when streaming aswell as when watching a film off the ssd.
It's not a CPU load issue
The GPU isn't over heating as I'm getting no performance in game issues.

It has to be a driver of sorts one i've either forgotten or one that's clashing.

not that, I have no idea what caused it but running windows update and RRing a few times it seems to have gone away.

must be some strange conflict as it caused no crashes i have no logs or anything to check over. Just one of those things.
