Thought I'd post this just in case its of any interest to anyone...
I moved to a new flat a few months back and got my BT ADSL Max moved across as well. The new and old flats are not far apart so both are connected to the same exchange (about 1.6Km away). But performance was very different; at the old flat I was synching at and getting around 4.5Mb, but at the new place that dropped to a miserable 2.5Mb. So after numerous calls to BT support with no improvement I decided to investigate any local issues. I'd heard about some people having problems with their master socket ring wire before, but I was still a bit sceptical, preferring to believe that it was a problem at BT's end. But anyway, I did two things and this is what happened.
Initial router readings before any changes (BT Home Hub v1)
Bandwidth (Up/Down) [kbps/kbps]: 1,091 / 2,511
Line Attenuation (Up/Down) [dB]: 18.5 / 32.5
SN Margin (Up/Down) [dB]: 6.0 / 12.0
Line Profile: Fast
Router readings using the master test socket (BT Home Hub v1)
Bandwidth (Up/Down) [kbps/kbps]: 1,119 / 4,859
Line Attenuation (Up/Down) [dB]: 18.0 / 30.0
SN Margin (Up/Down) [dB]: 5.5 / 12.5

I also, based on recommendations I read here (thanks), purchased a new router. The Billion 7800N. So I swapped the home hub out for the 7800, and...

That was a big surprise for me, synching a whole 3Mb faster? Wow, I should have changed routers sooner.
So now I'm running with the new router and all the bell wires disconnected, and so far its been very stable. Speed test results are about 1Mb up and 7Mb down, quite a nice improvement. Oh, and my BFBC2 ping times have dropped by about 20ms (from 110 to about 90). And come Monday I'm swapping over to plusnet pro, so they should drop even further. I'll post back more results after the switch.
