Internal distribution groups

Just wondering what people do in regards to internal distribution groups. Do you allow them? We would try and only have the one for all staff and none for say smaller sites were someone would want a all users group for a single building.

We try and get users to create their own groups within outlook so it's up to them to update them.

Just wondering if we should back track and create the groups on AD. We are talking about 1600 staff.
 
We create them in AD, but give the manager rights to update them then it's up to them to deal with the day to day management of em.

it really depends on your company and the amount of users.

There is no point in creating groups for 20 users but once you get in the hundreds or thousands there is no other easy way to manage them,
