Internet access blocked - one user account

Good morning. I recently had an infection on my Windows 7 laptop, which was stopping all programs from opening on just one user account. It also seemed to block internet access. I have now removed all traces that I can find of the malware, however this one account still cannot access the Internet.

I've checked the hosts file and it is clean, it maintains a stable connection to the router just no applications will interface with the Internet. No firewall running (at the moment).

Any ideas?

Delete the user profile completely and re-create it?

Other than that, as oddsbodkins mentioned, could be some weird browser hijack or some other settings. Try running hijackthis when logged on as the affected user, save the log file and then check the log using another user on www.hijackthis.de/en
 
I worked out it was only affecting port 80 outbound, I'd only been testing with MSN and HTTP. Then discovered it was a proxy server setting.
