internet access via phone

right basically I know nothing about how this is done or the best option;

a friend wants to use his laptop where there is no connection so will need some kind of mobile internet card or something?

Depending on kit he may be able to access the internet via his phone, I do this on my Macbook by connecting via my N95 using bluetooth dial up networking (Bluetooth DUN) which was pretty simple to set up and now I can be connected with a couple of clicks without taking my phone out. There's also Bluetooth ICS/PAN (Winows Mobile 5 phones) or USB connections if neither is supported.

I've no experience with the cards so can't comment on those specifically however T-Mobile had the best data package with their Web'N'Walk when I renewed a couple of months back.
