Internet explorer script error when printing

Parents are having a problem with printing from Windows mail and Internet explorer. Running Vista 32 on Sony Vaio.

After a bit of investigating I've figured out that if both of these programs are run as admin or if UAC is disabled they both allow printing as normal but if run normally they generate the following error

Line 14
Character 1
error Library not registered
URL res://ieframe.dll/preview.dlg
Code 0

Tried google for fixes but none have worked, tried running regsvr32 ole32.dll with no luck. Disabling all non Verified Add-Ons has no effect.

Does anyone have any ideas on this or a way to force Windows mail and Internet explorer to run as admins as default as the option to do this is grayed out as they are part of the OS. I hope I don't have to format/reinstall vista but it looks like it may be the only way.
