Internet Explorer Smooth Scrolling bug. Help required

Hi,

Pretty sure this won't be just me.

I have a Logitech MX1100R mouse that has smooth scrolling disabled. I found that when in IE, the scroll would not work on every tick, and I have to scroll 3 ticks to get it move a little bit. I found IE also has a Smooth Scrolling feature within Internet Options > Advanced > Browsing

After disabling Smooth Scrolling in IE, everything is fine. BUT once I restart IE, it seems to forget I disabled it and it's re-enabled even though the tick box is still unchecked.

Can you guys test and see if Smooth Scrolling gets permanently disabled?

Windows 8 64bit
IE10

EDIT: Probably ignore, no idea what wrong with this. Guessing it's Logitech now.

Yup, just wish I could get a similar scrolling experience that I get with Notepad. Just basic up and down.

Not down a bit, up a smidge to make it smooth. Gonna have to go with Chrome with the Logitech plugin disabled, it seems a bit more stable scrolling wise.
 
Got an AMD graphics card perhaps?

Sorry for the Q's, just I am suffering from mouse choppyness/stuttering, with W8, Logitech mouse and AMD graphics card, and trying to pin point the issue. I think it could be a graphics driver issue as I don't suffer from it with the HD4000 IGPU. I however use Opera as my browser.
 
What annoyed me most was, if I moved the scroll just 1 tick, nothing would happen.

My scrolling is working much better now in IE. One tick actually moves the page.

I deleted the scroll plugins within
C:\Program Files\Logitech\SetPointP\

Can't remember which filenames I deleted, but they were basically the smooth plugins for IE and Firefox.

I do have an AMD card. Do you have the latest Setipoint drivers for Windows 8?
