I think my ISP is throttling since last night. Been downloading GTA 4 from Steam yesterday and was running its usual 1.2mb/s before suddenly dropping low to about 80 - 100 kb. Checked bookmarks and they were slow too. Quit Steam and pages were instant loads again. Logged back into Steam, everything slow again. Quit Steam, pages fast again then tried downloading something from Microsoft site as I always get top speeds there. Was downloading at 80 - 100kb. That speed is too big a coincidence for it not to be throttled. I have been caning the connection this month but just via Steam downloads. Done 92gig for the month. Do they lift restrictions again, and if so, how long does it take?
