Internet Sharing - Restricting

Anyone know a good program that limit a connection on someones computer? I share my computer with someone and when they download/upload files it kills my connection!

Any ideas would be appreciated.

The only kind of true limiting software I know of is the Linux operating system and I think Cisco IOS software too.
