internet slowdown help?

Hi

Got a problem with my internet , Im getting hangs on my browsers (firefox and internet explorer)

My internet is also slow which should be 30meg but Im getting around 8meg with a fairly high ping of 38ms

Now the odd thing is that when i reboot in safemode with networking my speeds are reading as they should on speedtest.net as 31meg and 8ms ping.

So I seem to have a problem somewhere else and not my ISP provider?

Ive also not changed a thing ,software wise for months.

can anyone help with this.

**Resolved**

Rapport security software was causing the problem.

Bit odd as its been fine for ages.
