The server is probably protected/configed in a way where you as a user couldnt change anything. Or do you have admin?

This - if you could do it you'd know how to do it, its almost definitely protected by an admin account so unless you have the username/pwd for it theres not much you can do - short of hacking the system.

You are willing to interfere with government hardware just so you can surf the net faster?

Wow.

Someone needs to send an IT security team to those barracks, if he's willing to cross the line for a faster facebook, god knows what else he's been doing in there.

To be fair, had you explained that (and provided some more useful info besides) you'd probably have gotten a better reception.

"Hai guys, I've got the keys to the Army server room, what can I tweaks to get myself faster interwebz?" doesn't tend to come across very well. We're hardly going to help you (as it sounded) break the law. :p

What ISP is it? What hardware's it running? Who are you all paying the money to? It sounds like you've basically been given access to the Army bandwidth for a set cost, rather than a consumer ISP; in which case you still really don't want to be messing around with the config.
