Don't know with that cooler but OC mine to 3.6 with a Zalman CNPS9700. You should be able to OC to 3.2 with stock vcore or maybe up one notch, but you should really read the OC guides to give you head start.
 
I would guess at about 3ghz.

It all depends on your chip though. It might overclock more than this or it could be less.
