I have downloaded IOS Outlook as the Apple Mail is playing up the past few days i have to do a hard reset of the phone to get the apple mail to work again..

So downloaded Outlook app i quite like it but I just cant get my contact over into it there is no toggle or anything to get my contacts into it

Correct. It uses your contacts from your email account, not your ios contacts.

It's a bit of a drag but essentially export your contact list from iCloud as vCards (*.vcf) and then import into your email provider - Microsoft/Google support VCF, most others will too.
