This is a real pet peeve of mine. On my samsung phone I can swipe down and turn on tethering using a toggle. When I have it on it will stay on until I deactivate it.
After switching it on, I can usually connect to it within 10 seconds from my laptop.
The only reason why I don't use it much is I'm cheap and on a £7.50 a month giffgaff sim that has 2GB data.
I drive a lot for a living, so need to use tethering on my laptop to check emails. I use an iPad mini as an onboard satnav for my car (waze app). I have a 24GB data sim on it that runs for 24 months (that's 24GB data that is valid for 24 months or until I use it up, not per month). SIm cost me £40 and huge savings!
I will not even use a quarter of that data allowance on just waze alone, so I figure why not tether from the iPad (dedicated satnav) rather than the phne which I should keep ample data in case I urgently need it.

So anyway, the iPad mini 2 built in hotspot mode is really rubbish. You gotto swtich it on from deep in the menu. (no shortcuts that I know of). Then sometimes it would broadcast the SSID, something it won't so you have to do the rigmaroll of switching it off and on again. Then you have to connect the laptop immediately otherwise the hotspot gets deactivated.
If you disconnect (close the screen) for a few minutes afterwards, then th hotspot gets deactivated too.
Is there a workaround in iOS for this apart from jailbreaking and using cydia app. Last iPhone I had was a iPhone 3S and I jailbroke it and used a fairly efficient app to do this. Forgot what it was called but the sole purpose of me jailbreaking it was the lack of tethering option back then.
