Minor mistake, it's Dynamic Host Configuration ProtocolDynamic Host Control Protocol (DHCP) is a protocol designed to make it easier for devices to connect to a network, and remove the need for manually assigning IP addresses by users.
DHCP has a pool of addresses that it can allocate to clients, and each client leases an IP address for only a certain period of time (typically one or two days).
Basically you previously leased an IP address from the DHCP pool (192.168.1.10 for example), but once that lease period is up, you've been assigned a totally different IP address (192.168.10.13 for example).
To prevent your local IP address changing, you can give your computer a static IP address so you will not use DHCP at all.
Here is a guide on how to do it.

FYI, BitComet is a junk client. Give the machine a static IP and make sure there is a port forwarding rule in place.
