i also tried to do a windows repair

but it was unsucessfully

192 is the 'New' (last 10 years ?) private IP range that is increasingly becoming more popular than the 169 range, usually i'd assume you were plugged into a router or a LAN with that sort of IP. Click properties on your network connection and choose the 'obtain IP address automatically' option and the smae with DNS, that should fix it. It's unlikley to be a hacker as if you're not on a LAN they just took your box offline and that's boaring ;)

You can't "hack" an ip address.

Look, it's very simple to state how you connect to the internet. Is it via broadband? If so, who's your provider? Do you have a box you plug your computer into, which you then plug into the phone line? If so, what's it called? If you don't know, look at it, and tell us what the writing says on it.

I really didn't believe you would need to have "Tell us more about your setup" explained to you. If you can't do even that, don't expect any help.

cba arguing i know whats what, this thread can now be closed, ill ask elsewhere

he's not arguing, he's making a simple statement of fact.

192.x.x.x is an internal IP address, normally handed out by things like routers, or a device that is sharing an internet connection (such as a PC running Windows ICS).

If as it would appear you are using BY broadband and are using a router in conjunction with your cable modem, or sharing the connection through a PC that would explain the IP address your PC is showing internally.
It could also be that someone has been physically at your PC and set your IP address manually via windows.
Have you tried opening a dos box (start menu, run, cmd) then trying
ipconfig /release
ipconfig /renew
