Ipad 3g?

Just a quick question about an Ipad with 3g. Can this be used totally without having a sim card inserted?

Yeah thats fine im not fussed about the 3G just one of my friends has one that they are selling. I didn't know if it could be just used as a normal wifi Ipad. Could i put my Iphone 4 sim in and send receive emails and surf the web?
