Ok lets get straight into it, I have two scenarios...
We have the following devices but don't want so many chargers...

Person 1 = iPad Air (lightning port)
iPhone 4 (30 pin)

Person 2 = iPad 3 (30 Pin)
iPhone 6 Plus (lightning port)

I know I can use an iPad wall plug to charge every device, but I cannot use an iPhone wall plug to charge an iPad as one is 5W and the other is 10W.

But what I want to know is....

1) Are all the USB cables the same? in terms of voltage and usage etc. can I use any USB with any device? without any problems. (using an adapter in some cases e.g. '30pin to lightning port' adapter)

2) Can I just use my iPad Airs wall charger and use my iPhone 4s' 30 pin cable to charge my iPhone 4, then simply attaching a '30 pin to lightning port' adapter cable to charge my iPad air?

3) Sharing the same phone wall chargers, can I use my iPhone 4s wall charger to charge my iPhone 6 plus by simply connecting a '30 pin to lightning port' adapter?

I think I pretty much asked the same question twice, but I hope you understand what I'm trying to ask and obviously with the main thing being that I do not mess up any device or its battery :D :p

Thanks :)

Yes to all your questions.

10W charger + 30 pin USB cable +/- 30 pin to lightning adapter as required.

Your air should have come with a 12W charger IIRC.
