IPCONFIG Issue Help needed

I can't connect to the internet from my PC for some reason!

When I try the ipconfig command at the CMD window, i get an error 'NO file Found'

OK I have a main PC connected to a netgear ADSL modem/router set to 192.168.0.1
I also have a wirless router connected via cable to the modem/router with an IP address 192.168.0.4
My PC is ste to 192.168.0.3.
The netgear router is set to firewall these IP's but if I set DHCT I get the same problem.

In the command prompt window I can ping 127.0.0.1 loop back.
In command prompt window I can ping 192.168.0.1 (modem/router).
In command prompt window I can ping the wireless router 192.168.0.4.

Using a wireless laptop, I can access the internet via the wireless router -> ADSL Modem Router, no problem there

on the main PC i have
a) 'never dial a connection' selected.
b) set a specific IP address (as above).
c) Have tried allowing router assign IP via DHCP, no joy

So i'm confused as to what to try next

I have deleted the problem patch associated with internet access and ZoneAlarm, re-installed latest ZoneAlarm and set the firewall strength to medium.

Why won't ipconfig work?
 
might jsut be the path thats messed up, do a search of the drive for ipconfig.exe and add where ever it is to the path (usually windows\system32 - assuming its there... if its not and it looks like IP is installed copy if from the laptop
