iPhone 4 Water Damage

Hi All
Wife managed to drop her iPhone 4 into a cup of tea the same day that she upgraded to an iPhone 5.
Sadly she tried to charge it up immediately and by all accounts this is not the best thing to try, I put it in rice and silica gel to dry it out and have since tried to plug it into iTunes but no signs of life.
Anyone have any bright ideas as to what to do? I have not opened it up yet, do you think its worth doing that? ie give it a clean etc
Anyone know who much out of warranty repairs/replacements are at apple these days, nothing seems to be online for this (replacements that is).
Do i have any other options? Not insured btw :(

Out-of-warranty service fees from an AppleCare email they sent me:

New iPad Wi-Fi, New iPad Wi-Fi + Cellular, all models: £256.44
iPad 2 Wi-Fi, iPad 2 Wi-Fi + 3G, all models: £206.44
iPad Wi-Fi, iPad Wi-Fi + 3G, all models: £206.44
iPhone 5, all models: £186.44
iPhone 4S, all models: £146.44
iPhone 4, 3GS, 3G, and original, all models: £126.44

Quite honestly, the best bet is just to replace the whole thing at the above costs with Apple. If you want to see if you can get it working again, take it to your local phone repair shop and they can have a look at it, but I wouldn't be too hopeful.
