Iphone 4S for family member please, best deal?

I never really look at IPhone stuff so I need your expertise!

Preferrably unlocked but not mandatory.
No quidco or complicated deals.
Not a heavy caller but texts and data mainly.
Max £25 a month.

I doubt waiting for iphone 5 would be an option as I would assume contract would be £35 plus a month?

Just from dialaphone you'll struggle to get all that, best match would be for an IP4 8GB, cheapest tariff is just over £25 but you've still got to plump £99 for the phone. 4S contracts are all +£30.

The cheapest you can get a 4S free on contract is £30/month.

Also seen refurbished 4s for 21.50 a month and 99.99 up front. Was looking on phoneslimited. Not sure of downsides of refurbished though.

300 max upfront I reckon. Looks like 25 to 31 effective price no matter which way you do it.
