iphone 5s Wifi problems

It's not my phone, it's my sisters, I know barely anything about ios stuff.
I've tried everything that seems relevant from googling the issue, but the phone went from working fine, to wifi either not connecting or connecting and then just dying almost overnight.

Tried:
forgetting all networks+passwords
resetting the network settings
from itunes restoring the iphone and then restoring everything

nothing helped
I read that you might need to wipe+restore the phone multiple times to clear issues, so doing that again now.

Any other ideas?

Does it still 'see' networks, aka, are they coming up in the list but fail to connect?

Yes, it sometimes connects and then just get a circle spinning near the battery icon.
Or wont ever connect.

I'm having a similar issue with wifi dropping out virtually constantly. There appears according to apple support forum to be a software issue with wifi on iOS 8.2 which requires fixing

Try that, or....Apple store I guess?
