I saw somewhere on the net a picture of a iPhone with the bar at the bottom with like a pop up springboard or somthing just like on leopard what is it called is it on the installer for iPhone?

Do you mean a dock? I can't help you with the iPhone, but I don't understand the question, as in what you mean.

Yeah like the dock on leapord you know the application springs up when you click on it i seen some sort of picture somewhere on the new that the iphone had it on but cant find it anywhere

It's called stacks. It's on the installer somewhere.

did it have like a starburst in the corner that you have to press? if so that is a program called DOCK i think.

Its called 'Stack', 'Dock' is a different program, both are pretty useless to be honest,but Stack is the better of the two.
