iPhone contract 'deals' are always too painful to recommend.
Try cashback sites like Quidco, they occasionally have offers that bring the price down to a more reasonable level.

Usually how it works is the less you pay monthly the more the handset costs.

I just did a quick search for you and you'll be paying £200+ for the phone on a £20/month contract and you'll get sod all data allowance for that £20 too.
Personally, I'd buy a second hand 4S that's unlocked and then grab a sim-only deal from GiffGaff or Three.
Actually, I wouldn't do this at all as there are better devices than the 4S out there for less money.
