For a while now I've had a problem with iPlayer Desktop and PowerDVD BD edition not working. PowerDVD won't play Blu Ray discs; it will autostart when I put in a disc but when I click play nothing will happen. I have tried reinstalling it but that doesn't fix the problem.

iPlayer simply refuses to open. I have reinstalled it but now I get a message saying

Problem Starting

The application has been denied access to it's secure local storage. This is where programme and password information, without access it is not possible to run.

In some cases the problem can be resolved by allowing access to your Keychain, if so your operating sytem will be asking for permission to be granted. By allowing access the application will only have permission to read and write to items it has created. There is no risk that it will be able to access any other items stored by the system. Please allow it then click the 'Restart' button below.

The only alternative is to reset the application. Your downloaded programmes will not be lost but will need to be re-authenticated. Any Parental Guidance protection you have will be reset. To do this please confirm that you are over 16 and click the 'Reset' button.
If I press reset nothing happens and if I press Restart it will close and won't reopen unless I kill the process through task manager.

I noticed these problems at roughly the same time so I'm wondering if there's any link or common cause. I have got around the PowerDVD issue by installing total media theatre free trial but would like to get PowerDVD working again as I don't want to have to buy a license to be able to watch blu rays.

My OS is Win 7 Home.

If anyone has any suggestions as to how to fix either or both of the issues short of a reinstall I'd be greatful
