Can someone explain this to me.

Hosting and domain names at the same company is fine I get that.

Now I want to transfer a domain name to someone else and cancel the hosting.
I have asked the other party for their new IPSTAG is this all I need to do, or how do I get rid of this domainname to someone else.

Cheers

Yes you will have to change the ISP TAG at your present domain registrar to new domain registrar TAG where you wish to transfer your domain.

For example the ones that domain monster require are changed to MONSTER, but the requesting party has to initiate the transfer on the target host/site first.

Had to do do this myself this morning :D

If it's a UK domain you'll also need to transfer ownership via Nominet and pay the fee (if you wish to relinquish complete ownership)
