IPSec with dynamic IP address

I was having problems with a force9 ADSL account so I moved to a different provider. I spent 10 minutes asking the same question and getting the guy's supervisor to agree - this is a static IP address package. They said they couldn't email me to confirm but not to worry blah blah blah. Lo and behold it's a dynamic IP.... I am considerably less than impressed but fool that I am have no paper work to prove that they're at fault.

My temporary solution is this... is it possible for a linux server to constantly check its public IP address and send a message everytime it changes? I have no idea how long the address is held before it shifts but I have only straws to clutch at until I can get them to release me from my contract without penalty... never trust anyone in a call centre
