Iran's first CPU

Hahaha, it's a "zedboard" - a modular Xilinx Zync SoC (FPGA + ARM) board that you can extend with a bunch of modules. They have been around for ages, and I've used them for several tech demonstrators.

The sad thing is, even in the scheme of SoC's, this is from like 2015 and is miniscule compared to some of the bigger variants. I did wonder if it was related to quantum emulation, which is a way to benchmark quantum computers against conventional ones, but that is totally not the chip you'd use in such a system...

Iran likely has the technical capabilities to make some simple stuff, thing is that it's extremely unlikely to be more cost effective than importing.

Probably just proofing themselves against current/future sanctions, as the West is not happy where Iranian drones (and other components) end up.

Very possible, at the same time Chinese companies are now fully autonomous on older nodes so it might not be an issue at all.
