Irritating fan noise

Got an Artic freezer 64 pro making 'weeeooohweeeeoooohweeeeoooh' sounds like an alarm going off in the distance.

How do you stop this happening?

If I'm not mistaken, you can lower the RPM thru Mobo or software - that might help ease the noise.

Is it the sign of a bad fan though? All my other case fans are making a constant noise but this is varying in sound so much that it's really beginning to irritate me.
