Is 650W PSU requirements enough?

Hello,

My MB is P55-GD80 MSI model MS-7581. (bought Jan 2010)
Pc Spec:
CPU: Intel Core i5 750 2.66GHz (Lynnfield) (Socket LGA1156)
MB: P55-GD80
RAM: Corsair XMS3 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit
Card: MSI HD 7850 Twin Frozr III OC 2048MB GDDR5 PCI-Express Graphics Cards

This morning, I went to turn it on. nothing no boot or fans power on, but this has happen b4 then sometime it will power on if I wait.
But this time I look at the MB light its flashing orange (Standby light) just above the battery. took it out but new one in and reset the cmos and nothing.

So I check the PSU Ocz 700W (bought round 2009) unplug everything but 3 Pin Fan power lead in to a 4 Pin Molex power connector.
I did Testing a Power Supply with The Paper Clip Test. It power up psu and fans so that working fine.

So question is, is the MB gone and need replacing or Im i missing anything

Right I have manage to find old 2008 psu in the boxroom, and guess what, it power up the MB light lit up. But the only problem I cannot power up videocard as it has not got 6 PCI-E so can't see display, so don't know what happening on the screen.

So PSU ocz700 unit gone.

so will SuperFlower FX 650W '80 Plus Bronze' Power Supply - Black be enough power to run this Spec:

CPU: Intel Core i5 750 2.66GHz (Lynnfield) (Socket LGA1156)
MB: P55-GD80 MSI model MS-7581
RAM: Corsair XMS3 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit
Card: MSI HD 7850 Twin Frozr III OC 2048MB GDDR5 PCI-Express Graphics
HHD: 2 Sata hard drive 500gb
Dvd rewriter

and might upgrade to Intel Core i5 4460 Quad Core Processor and
Gigabyte Z97P-D3 Motherboard and will that still be enough
