VCDs are region code free

VCDs are region code free, so there is no restriction on where in the world they will play.
In additon, VCDs can be burned using any one of the three video broadcast standards (NTSC, PAL and SECAM)
so not region locked but can your dvd player play a ntsc video file?

NTSC VCD is 352 x 240, 30 frames/sec PAL VCD is 352 x 288, 25 frames/sec

your probably better off with a video :P unless its SVCD
