Is AfterBurner Boosting normal?

Hey guys,

I have reinstalled my OS (W10) and all is well so far..

The only thing is..in AfterBurner my GPU base and boost is sitting at : 164mhz and 405mhz..

But when I do something, like open an app, even calculator lol! the base and boost go up to what they were originally (1531mhz and 4006mhz).

Is this OK, or something wrong here??
