Is AMD Gaming Evolved bad or is my r290 tri-x bad?

Have you reapplied thermal paste each time you've removed/refitted the cooler?

Have you plugged in the Sata power from the PSU to the unit?
 
thermal paste dont make 40degree difference
its either pump not working, its not making proper contact or voltage is super high
reinstalling with no working cooler is bad idea :(

I don't know what is the problem. When I booted to windows this morning cpu temp where araound 50°. Then i restarted to BIOS and in few seconds cpu temp was 91° :/ as shown in picture. Then i booted to windows and temp is still high.

I'm really getting frustrated.I thougt it is h80i problem but now i'm getting high temps with stock Intel cooler too :(

And yes i trijed with new thermal paste as well...
 
i had, from beggining. It worked well for about 8 months. now i removed h80i and i put stock cooler as I said. I don't know what is causing high CPU temp. Mybe BIOS is corupted or temp sensros are not reading well?
