is i5 4690 same performance as i7 3770K?

Would you intend to overclock the 3770k? If not then you gaming performance won't really alter, even if you do overclock the difference would only be noticeable in some games.
For 3D rendering however you will benefit from the hyperthreading of the i7, which I believe would be fairly noticeable.
Whether you think the differences are worth the cost is entirely personal judgement though.
