is it a problem with board or bios?

i have just fitted a gigabyte GA-P35_DS3L motherboard, bios is F5
and an E2200 cpu
the multiplier changes ok and the FSB appears to change
but when checking with CPUZ it says it is still at 200
if i go back into the bios the FSB is still what i set it at
any thoughts

is it the board or the bios

i have that disabled
after i change the fsb the exit and save
it reboots the splash screen comes up and it reboots again is this normal?
 
i read somewhere else on the forum that gigabyte motherboards may have a problem with 4 1GB memory sticks
so i removed 2 sticks and now i can change the FSB and it reports as changed in vista and CPUZ
question is is it better to have the cpu at stock 2.2 and 4GB of memory
or overclock and only 2GB memory
the memory i have is 2 off these
