Is it actually safe to run RAM at more than rated XMP voltage?

Most XMP specs I see are rating RAM at 1.35v and most say running 1.40 or even like 1.42 is totally safe as they have "ran RAM at that voltage for years".

The issue I have with people saying that is they are likely enthusiasts who upgrade their PC every 2-3 years and might be unlikely to know if that extra voltage is degrading the lifespan for a normal user. I deem a normal user someone who usually keeps a PC for 5-6 years
 
It's safe, but personally I wouldn't go more than 1.45. And would always use a fan pointed at them, keeping temps as good as possible.
