Is it better to run RAM quicker?

In short, yes.

But you can also use the RAM dividers to make the memory run faster than the FSB, rather than lowering the CPU multiplier.
 
How do RAM dividers work?

Is that when you see people quoting things such as ram at 5:4 etc..

is it best to be 1:1, anywhere I can read up on this?
 
Yip things like 1:1, 5:4, 4:5 etc.

Eg- For your e6600 9x multi @ 3ghz = 333fsb = 666Mhz Ram example, you could put your memory on a 2:3 divider and have your memory running at 999mhz, providing it could handle it.

1:1 isn't the 'best option'. Whatever divider lets your memory run the fastest is the better option.
