Is it my CPU? [LOW FPS]

So im still back in the old days with my dual core CPU lol.
So not long ago i got my GPU and they're have been no different in this GPU and my older one (listed below) with performance.
One of my friends has the same graphics card as me now and he can play BF4 ultra with out frame drops. is this down to my CPU or PCIe 2.0.
Specs:
CPU: Intel Celron G530 @ 2.40Ghz
GPU: MSI GTX 670 OC
MOBO: ASUS P8H61-MX Sct 1155
PSU: CM 500W
GPU OLD (as mentioned above): Palit GTX 650 Ti

So is it down to my CPU that my frames are dropping or because that the graphics card recommends a PCIe 3.0 and i have a 2.0? Personally I don't think its down to my CPU in non 'newer' games but when playing battlefield its constantly at like 70-80%.
