Is it my drivers?

I am getting a graphics score of about 19,500 ish.

If you have a 60Hz monitor make sure you turn off v-sync or you will cap out at 60fps in parts of the test and reduce your graphics score that way.

I have just sent one of my EVGA 980 Ti's round the bench to give you an idea what is possible.

I ran my 4930k on just 4 cores so it performs roughly the same as your 4770k.

You need to overclock your memory to get your score up.

980 Ti @1550/2102
4930k (4/8 cores/threads) @4.4

For graphics scores on this bench 21k is considered very good for a 980 Ti.
