is it normal for my gpu to stay at 100% speed when idle?

I've never took much notice before, in GPU Tweak 2 the number in the middle reads 100, I turned all the clock speeds down in advanced settings which only makes it go down to 97%.

Its an Asus GTX1070 Dual 8GB Non OC.
 
if it clocked down before and you havent changed any bios settings then it will be some service/app causing it to run at max. try closing some one at a time while checking clocks.
 
I'm scanning with bit defender now and then I will have a look into that :)

Not sure if this helps at all https://ibb.co/nzXXFS Turning Core and memory clock in MSI brings the speed in GPU Tweak 2 down to 75.

My GPU is at 35oC with fans off and 25 with GPU fans running on idle.

Meh, nothing I guess anyway I seem to be able to turn down the core clock using MSI Afterburner which brings the GPU speed down to 75, doesn't seem to be an option for this in GPU Tweak 2.

Not sure if the GPU speed should be 0 anyway when idle.
 
no it shouldnt, thats as low as it goes and the same as mine.

wouldnt bother using two apps for your gpu though, afterburner can do everything.

Agreed, they are conflicting with each other and thank you for helping me clear this up :)
