Is it normal for the recruiter to ask for NI number and reference before applying.

A recruiter got me a role but now I'm feeling like they're asking me for too much.

They claim they forgot to get me to fill their form out before applying. There's no way I would have given them my NI, address and referee details. The latter mainly because I wouldn't tell my current employers I'm looking for a new job in the first place.

I feel things like NI number should be between me and the employer. I already showed them my UK passport which is more than enough to prove my eligibility to work in the UK. Also my referees did not consent for their details to be sent to any recruitment agency.

Am I being unreasonable refusing to give this information ?

I received the offer for the new role and handed in my notice at my old place. Just a bit paranoid now if this messes things up.
 
Because it's past 5 and they're off. Worth asking in the careers section to see if anyone had a similar experience or work in recruitment to shed some insight.
