I have a laptop that came with Windows 8.1 with no windows disc, but i used the free upgrade to windows 10 so do i really need to have the recovery still on the hard drive? I have just done a reset so i have no HP bloatware on it well just the two that i installed coolsense and 3d driveguard.
Is it ok to delete the D: drive recovery?

Yeah its fine, but obviously be aware you'll have to manually reinstall any OS you want to use.
