I'm thinking about online safety for my niece should she want to stream and I want to be prepared with an answer should she ask. Nvidia Broadcast was the first to do fake backgrounds but do AMD and Intel cards support that now too?

It's not an NVIDIA exclusive technology, it's just NVIDIA Broadcast has a GPU accelerated option. Even things like Google Meet have the option built in nowadays.
Some webcam software/drivers offer the option as well.
Sounds like OBS can do it (even on CPU) with the relevant plugin
