Is it possible to build a PC from Scratch for £400?

Hello Overclockers Forums,

My friend has asked if I can build him a desktop PC from scratch for mainly watching movies and surfing the web.

I wasn't sure if this would even be possible he requires everything peripherals and monitor too.
