Is it possible to limit internet speed for certain computers?

Hey,

Was wondering is it possible for someone to go into router settings and somehow limit internet speed for a computer? Reason is, I'm only getting a download speed of 33kb on a 10mb internet connection and think maybe my housemate may have done something to the router settings.

I think the router we are using is the one that Virgin give to customers so the model is Netgear DG834GSP. Can this router do that? If so how do I check whether my pc is being limited.
