Is it possible to stop Windows L Ess from run

Hope its OK to ask here but we have a rouge colleague who has windows live essentials and more important windows live messenger installed on his PC we have been asked to stop this from loading. Is their a way of (I have admin rights) remoting into his PC (UNC) and stopping this from being loaded.

I would also like to make it look as though the file/folder has not been modified so if he searches it shows up as being the same date and time as the original install (if possible)

So, what’s happening after 15th March?

Messenger users on desktops** will not be able to sign in and will only be able to upgrade to Skype. If you attempt to sign in, a notification will appear, and if you continue, you will be taken through our installer flow to install Skype and automatically uninstall Messenger at the same time.
 
Thanks peeps its one of our Service Desk Guys and to be honest I am sure their is a way of UNC into his PC and just stopping the service as he just takes the ** even though he has been warned about it time and time again. Thing is this dept wont be here in a few months but its annoying other users.

Is their a specific path I can follow via unc to disable this app? If it cant be done then that's fine will just have to tell them to try to ignore him
 
Sounds more of a HR/management issue rather than a technical one. If he's been told by a manager not to do, then it needs enforcing.
