Is it safe to cut wires off my decapitated laptop?

So my laptop screen completely died on me. it already had a crack and 10% of the screen was dead, dropped it on the floor now the screen's a dud.. i somehow managed to remove the screen but there's still leftover in the form of a long plastic bar that holds three little thingys with long thin wires connected to the laptop.. i thought the middle one was the little lamp for night keyboard visibility but i checked and that was somewhere else
 
Probably the wifi antennas and webcam cable, on laptops these traditionally get routed up through the screen. It's probably them and is probably ok to just chop them all off and use it as a desktop (if my assumption on what you are asking is correct). FWIW a photo tells a million words and would help massively.

Why has everyone assumed it's being disposed of? Surely OP just wants to make it neat to keep using it as a PC.

OP: depending on the age of the laptop and the presence/placement of the screen backlight inverter, there may be some high voltage on those wires. I would recommend opening the laptop and removing the cables at their connection. But if you can't do that, snip neatly, tape over the ends and stand back the first time you power it up. It should be fine and only low voltage but best to be aware.
 
You can often replace the panels. But if not then you probably could remove it completely. I would try to remove the cable completely but if you do cut it then make sure no cables are touching and tape it up with insulating tape afterwards. Disconnect the battery (and obviously the mains power) before removing or cutting anything.
