Is it time for a new power supply

Got an OEM PSU 480Watt it says on the sticker.

Recently been having problems with the computer resetting itself and now it won't overclock at all. Running an aging Gigabyte NF2 board but sticking it out till conroe.

Had a look in speedfan after reading a few posts about power supplies and my voltages are as follows while re-encoding a divx to dvd (100% cpu)

+3.3V : 3.23V
+5V : 4.14V
+12V : 11.71V
-12V : -9.15V
-5V : -4.70V
+5V : 3.63V

I'm not sure of the amp's plan on checking that this weekend since pc looks like it's due another hoover out.

Machine spec is
Xp2500 @stock
Gigabyte G4N700 Pro Nforce 2
1Gig OCZ Premier (4x256) in matched pairs, coincidentally not the same.
Powercolour X850XT @stock
1x Seagate 80GB PATA
1x Maxtor 80GB PATA
1x WD 160GB PATA
1x LG DVDR/W
USB Mouse, PS2 KB
Samsung 26" LCD HDTV (running off mains not PSU lol)

Internal fans etc are....
1x Amber 120cm rear fan for exhaust
1x 80cm LED side window fan
1x 80cm standard fan blowing air over HDD's from front vents
CPU Fan is Artic Cooling Copper Silent 2L

I worked out all that using those PSU Calculator thingys and it worked out around 360Watt minimum requirement.
When I up my CPU voltage from stock 1.65 (reports 1.63 in Speedfan) to 1.775V in bios speedfan only reports it to be 1.71V
I'm thinking it's my powersupply that's holding me back from overclocking.
Ever since i went from the old ATI 9600pro to the X850XT the machine just reset's itself on windows boot screen unless all settings are stock in bios.
So yeah either PSU or Mobo... god i hate having to run at 1830MHz and have my ram running at 166(333) when it's capable of running at 230/240MHz. I used to run at XP3200 setting (2200) fine, primed for 12 hours with no errors.

Just for the hell of it here's my temps, (still 100% CPU LOAD)
Temp1 29C (assuming that's CPU) ((running stock and begging to be oc'd!!))
Temp2 27C (what's that one, chipset?)
Temp3 36C (and this one? Memory?)
HDD0 29C
HDD1 27C
HDD2 38C (it's not really covered by the fan at the front of the case)
remote temp 8C (what's that one?)
Local temp 38C (and this one?)
Not listed in Speedfan but graphics card fan at 14% and temp is 37C
