Is it true that disabled WiFi on a laptop is not really off ?

Is it true that if you disabled WiFi on a laptop via windows device manager it's not really off as it just stops windows from communicating with WiFi and the card just goes into a low power standby state and from time to time it sends wake on network packets but it gets ignored and then goes back to standby. ?
 
i believe that to be the case as if you have an external adapter that is usb that draws the power from the usb port where as an internal wifi needs a different supply source as it's not usb, and thus meaning that it is still on, just not accessable.

edit: if you're thinking that this may lead to security issues then i wouldnt be worried at all. as you said windows cant communicate with it when its 'disabled' so no-one will be able to get to anything on your laptop :)
